Strings keep ‘vibrate cancelling’

I am an absolute beginner at any music, and I have a broken guitar with worn out strings, a missing G string tuning pedal and an missing the first (e) String.

Whenever I try and strum a chord, lets say e-minor, it sounds awful, and the strings im pressing down on won’t vibrate.

Is my technique wrong or is my guitar at fault? Or is the string suppose to not vibrate?
